Even with increased revenue, states are raising ICMS. Why?

The recent increase in the ICMS rate on international orders, from 17% to 20%, has sparked criticism and questions about its real necessity. Lawyer Mauricio Salin, from Ciari Moreira Advogados, analyzed for InfoMoney the impacts of this measure on the market and consumers.
According to Mauricio, state revenue would already be naturally boosted by the Remessa Conforme program from the Federal Revenue Service, which standardized taxation on international purchases. For him, the ICMS increase at this time seems like an opportunistic decision by the states, seeking to expand their revenues based on an already ongoing movement.
